Audit and Control
The Programme Budget
Unit is administratively responsible to Director/TCB with functional direction
from the Chief, ICAO Finance Branch and works within the framework of
the financial rules, regulations, practices and procedures established
pursuant to directives by the Council and, where appropriate, by UNDP.
In close liaison
with Field Operations, the Unit is responsible for the day-to-day budgetary
control of all Technical Co-operation activities including:
- the budgetary
and expenditure control of all technical co-operation activities in
accordance with ICAO and UNDP financial rules, regulations, practices
and procedures and within the framework of sound financial management
and control systems having the functional approval of the Chief, Finance
Branch;
- the provision
of guidance and direction to officers in the Technical Co-operation
Bureau (TCB) exercising budgetary functions;
- the establishment
and monitoring of TCB budgetary- systems and procedures;
- the preparation
of Trust Fund and Management Service Agreement project budgets, and
the preparation of the Administrative and Operational Services Costs
(AOSC) budgets;
- the control
of TC project and AOSC allocations and expenditures;
- the recording
of allocations and earmarking of TC activities;
- the establishment
of adhoc fellowship stipend rates;
- the preparation
of management reports and coordination with the Finance Branch in
connection with the accounting and financial services that it provides
toTCB.
