FEM Section serves
51 countries in the European and Middle East regions by assisting in
the development of safe, efficient and economical civil aviation services.
The major areas
where the Section cooperates with Civil Aviation Authorities/Administrations
(CAA) are:
- Upgrade the
safety oversight capabilities in the countries and address the deficiencies
found and the recommendations formulated during the Safety Oversight
Audit missions (Greece, Oman, Saudi Arabia, Lebanon, United Arab Emirates,
CIS countries, etc.)
- Assist the countries
in the procurement of civil aviation safety and security related equipment
for airports and training institutions (Syria, Egypt, Lithuania, Lebanon,
etc.)
- Upgrade the aviation
security systems and procedures (Azerbaijan, Russian Federation, Morocco,
Tunisia, etc.)
- Restructure CAA
and assist in managing civil aviation related activities (Bosnia and
Herzegovina, Saudi Arabia, etc.)
- Introduction
of new technology, i.e. CNS/ATM, computerization at CAA, etc.
- Training of national
staff through the introduction of Trainair methodology (Jordan, Morocco,
Latvia, Ukraine, etc.) or in civil aviation training institutions
abroad.
The programme of
the Section is developing dynamically:
1998 - US$ 6.0
million
1999 - US$ 5.3 million
2000 - US$ 7.4 million
2001 - US$17.9 million (expected implementation)
Major sources of
financing:
- Governments;
- Third party or
financial institutions; and
- UNDP
What does the Section
do?
- Identifies problem
areas in association with CAA or other Government authorities;
- Prepares project
documents in coordination with CAA ;
- Implements projects
in compliance with ICAO Standards and Recommended Practices (SARPs)
;
- Participates
in acceptance of major equipment procurements at the factory and onsite;
and
- Performs other
activities which are aimed to streamline and to simplify the implementation
of the projects to the benefit of civil aviation development.
