STATISTICS PROGRAMME  

AFRAA/ICAO Meeting on Aviation Statistics
Addis Ababa (Ethiopia)

General

ICAO and the African Airlines Association are pleased to be hosting a meeting on aviation statistics.

The objective of this meeting is to:

  1. Emphasize the importance of reliable statistical and accounting data from both a qualitative and quantitative point of view and to demonstrate its role in improving competitiveness and efficiency of the related stakeholders namely: airlines, airports, air navigation services providers (ANS) and the regulators.
     
  2. Familiarize participants about the role of the European Co-ordination Centre for Accident and Incident Reporting Systems (ECCAIRS) and its effectiveness in monitoring and analyzing accident data.
     
  3. Encourage States and reporting entities (air carriers, airports and air navigation service providers) in the region to participate in the ICAO Statistics Programme as well as to make use of the new Integrated Statistical Database (ISDB) now available on-line via the internet.
     
  4. Encourage States to fulfill their obligations under Articles 54, 55 and 67 of the Convention on International Civil Aviation, Doc 7300 (the Chicago Convention) and to ensure success in the implementation of AFCAC Decision S13-3 on African Air Transport Statistics.

Who should attend?

An invitation from ICAO Headquarters was issued (State letter 08/20 dated 30 July 2008) to ICAO Contracting States in this region as well as to a selected number of international organizations.

Participants should either be responsible for, or actively involved in, some of the following aspects: aviation statistics, accounting, forecasting, economic or financial planning.

In order to have a broader representation of all sectors of the aviation community at the workshop, participation of appropriate experts from national government agencies, airlines, airports, ANS providers, the regulators and research institutions is encouraged. The participation of such entities is in the interest of States with respect to their obligations under the the Chicago Convention, and will promote a better understanding of ICAO policy and guidance.

Documentation:

In addition to the working papers to be distributed for this workshop, participants are strongly encouraged to familiarize themselves with the ICAO on-line aviation statistics database (details on how to register were included in the State letter referred to above).

Although only staff members of national civil aviation administrations are granted free access to the database, access will be made available, upon request, to all workshop participants for a period of 30 days prior to and 30 days after the meeting.

Participants should also become acquainted with the current ICAO Air Transport Reporting Forms A to L used to submit data to ICAO. These forms can be obtained by visiting the ICAO website at legacy.icao.int/icao/en/atb/ead/sta/forms.htm.

Participants having points of interest or information relating to the agenda are encouraged to prepare informal working papers, not exceeding three pages. Papers should be forwarded to the workshop Secretary not later than 8 September 2008.
