Projects
The on-going projects and deliverable products of ICAO’s Flight Safety and Human Factors Programme for 2004-2009 are documented in the Air Navigation working paper 7956 (AN-WP/7956). This five-year plan was presented to and approved by the Air Navigation Commission on 21 October 2004.
The Programme Plan includes four key types of activities:
- Awareness and education;
- Development of Standards and Recommended Practices;
- Support on-going ICAO activities; and
- Support and liaison with industry and research.
Specifics on the four key types of activities
Awareness and education activity includes:
Developing guidance material on:
- Runway incursions ;
- Threat and Error Management (TEM) in cabin operations;
- Threat and Error Management (TEM) in Air Traffic Control;
- Threat and Error Management (TEM) in flight deck operations.
Regional seminars and training workshops such as:
- Asociacion De Pilotos Aviadores (ASPA)/ICAO Regional Seminar on Loss of Control (LOC) in Flight and Upset Recovery Training
Mexico City, March 2005;
- Third ICAO-IATA TEM Conference
Kuala Lampur, Malaysia, September 2005;
- First ICAO Global Symposium on Threat and Error Management (TEM) / Normal Operations Safety Survey (NOSS) in Air Traffic Control
Luxembourg, November 2005.
Standards and Recommended Practices (SARPs) activity includes:
Develop provisions on:
- Threat and Error Management (TEM) competencies in flight crew licensing and training in Annexes 1 and 6
- The protection of sources of safety information
- Safety Management Systems (SMS)
- Threat and Error Management (TEM) in the various Annexes and PANS
Amend the guidance material below to support the following Annexes (Annex Chart): 1, 3, 4, 6, 8, 10, 11, 14, 15, and 16:
- Human Factors Training Manual (Doc 9683)
- Human Factors in Air Traffic Management (ATM) Systems (Doc 9758)
- Human Factors Guidelines for Safety Audits Manual (Doc 9806)
- New guidance material to support Annex 8; regarding the design and airworthiness certification of modern flight decks
Support on-going ICAO activities:
This includes, but is not limited to:
- Supporting the Operations Panel (OPSP); the Flight Crew Licensing and the Training Panel (FCLTP); the protection of sources of safety information; and the introduction of Safety Management Systems (SMS).
- Developing new guidance material on:
- Threat and Error Management (TEM) Training
- Electronic Flight Bags
- Flight Management Systems
- Head-Up Guidance Systems (HGS)/Head-Up Display (HUD) and Enhanced Vision Systems (EVS)
- Legal guidance on the Protection of Sources of Safety Information
- Safety Management Systems (SMS)
Support and liaison with industry and research:
This includes interacting with centers of research and industry leading to the continuous assessment and evaluation of the Flight Safety and Human Factors Programme.
